Org flattened, same c-level makes 10-20% more than manager?

Any perspectives on how to work with leadership and HR to address situations where a direct, at the same band level, tenure and location, makes significantly more than the direct people manager?

The Org Flattening is just Citi PR BullSH!T. Citi FIRED 300 MDs in November only to promote 310 MDs. Citi is STILL Layered and Matrixed as it always has been. Citi is like a Drvg Addict or Alcoholic who's Lying to itself that they do Not need to Change AND they are Not a Drvg Addict or Alcoholic. Like a Drvg Addict, Citi wants to World to Change FOR Citi, Not the other way around. Citi wants the Status Quo, SOS=Same Old Sh!T. Take for example the Actor, Matthew Perry. He was supposedly going to Rehab regularly and even had nurses and other healthcare professionals living with him inside of his houses to watch him and make sure he does Not relapse or sneak in Drvgs into his numerous houses. Even his friends including TV Show "Friends" castmates (i.e. Jennifer Aniston) publicly stated and believed Matthew was clean and sober for almost 2 years. The Dude was Lying both to himself and the whole World. He was paying women he met on Dating Apps to sneak in Drvgs into his homes Because Matthew knew the healthcare workers do Not frisk or check Dates. They only frisk and check friends and relatives. Citi is the same delusional way.......living in its own Denial CitiBubble Unable to Break and Stop its Old Bad Habits!!! We all know what happened to Actor, Matthew Perry. He's Extinct just like Citi will soon become! LOL!

The directs perform all the work whereas the people manager delegates the work and writes up performance evaluations.
My last immediate manager was worthless and barely did anything other than delegating the work.
Workers get the job done and should get compensated accordingly.
