This violation of wage law is just the tip of the iceberg. 3M is now an unethical company that will do anything to employees, environment, customers and competitors to win. The company will continue layoffs, there will be further operational issues in addition to what is happening today.
When you see laws and regulations being broken, never report anything internal to 3M. NEVER.
3M's HR, Ethics Hotline, EAP and our leaders are all broken. If you report something inside of 3M, there will be huge efforts to identify why the corporation is not liable . . . anything to make the issue go away, anything to protect the corporation, analysis of every angle of your incident to identify how you caused the issue or the incident does not create a liability for 3M. Always gather evidence, documents, record conversations, take notes . . . then go external. Go anonymous or not.
Solution #1 is to report 3M to a newspaper, magazine, or broadcast tiplines.
Solution #2 is to call a litigation attorney.
Solution #3 is to whistle blow to the appropriate government agency such as State Attorney General, EEOC, EPA, FDA, DOJ, OSHA, DOD, etc.
The more details, documents, and contacts you send, the better chance the story will be published, you will win the lawsuit or the government will follow-up.
