Some people don’t do any work just passing orders and they want their team to do work, so that they can showcase. Now most of these leads became IC , now it’s their time to work on ground and show their skills. But still there are some leads they don’t know any thing hope they will be converted as IC. But there some good managers still working hard to motivated their team.

True. There is also the other side of the medal - there are managers who do work and double check the work, performed by their unqualified reports. So what do we do in that case? There are many useless analyst/associate level employees, especially in low-cost locations.
