I just do my job while a few specific groups of employees think their job is protected no matter what they do. Make a barely working chip 3 times larger than the competition with worse performance and higher energy consumption and then these people think no heads should roll. Tired of carrying this inherited dead weight around.

Just look at how successful the designs from the German teams are. It took them 6 years to perfect the art of failure and they are still at it.

It is an endless bu----y, what it is.
The issue is that Apple is not good at making low-level software. OSX/macOS are BSD. Pre-OSX, their kernel was a mess: it was non-preemptive and without memory protection--basically Windows 95. On the other hand, the entire modem stack is code running on a DSP. The hardware does very little. You need to develop your own RTOS. Qualcomm has their own ISA for the processor.
Although Apples makes their own GPU, they used to license the design from Imagination, and the GPU was in the SOC. However, the Qualcomm modem is not. Perhaps that's why haven't been able to make their own modem.

I remember first hearing about Apple is developing a modem in 2017. During this time, Samsung, Mediatek, and the Chinese have developed their own 5G modems.
Once Tim Cook leaves as CEO, the modem team will be first on the chopping block.
Apple committed a huge blunder by jumping into modems.
Instead of wasting money on building modems, focus should have been on deeper integration of the modem with the OS.
