Has anybody experienced recently bullying and harassment from their leaders for stupid things? I feel it’s a widespread issue and coming from the top of the chain to pressure people to leave

I sense that this will impact both teamwork and mentorship, likely leading to an increase in tribal knowledge trends
I think the ranking is not that new. Multiple departments have stats they hit for AIP and only some get the "exceeds most" mark. I would hope they do not try to fire those that may be struggling or it will discourage people from helping them to boost their own stat standing.

My friend told me that managers with 3 or more employees under them are being pressured to identify which of them are lacking. Failure to do so, results in the manager herself being let go. This doesn't mean that your management is looking to get rid of people right away, but if they need to let people go, then they've already gotten some people identified. There's a locked spreadsheet on the executive sharepoint site that has this list.
