Those WARN notices are for layoffs from end of March. The June 29th date is 90 days out from when anyone impacted was notified ( when 90 day non working period ends). Not new layoffs
In NY there will be some June layoffs as per Citi's filing with the state.

As mentioned in the previous posts in this forum, there is no layoff coming for next six months. This is to stabilize the organizations and secure money for severance pay for the next rounds. In the meantime, consent order will be complete and also employee elimination will take place based on your contributions, management favoritism, and adherence to compliance like return to Office. The company has already started tracking the contributions in technology and Business area.
You can use the next six months for your preparation for next job and get laid off officially so that you get both severance as well as new job.
If you’re still want to prove inside citi this is the right time, but we all have to understand Citi is not doing good financially, and your growth options are minimal for next two years.
