The person "having gone through it" should have added the advice of asking a legal professional.
I am not one, but I'd think that if you signed the severance package offer and Optum signed it as well. Then that transaction is complete, regardless of pay date. Unless there is text in the severance offer that states otherwise.
I know from personal experience, having rejected the severance package, it is gone.

Having gone through this before. If you decline an offer that is 90% of your current pay while on redeployment (before the 2nd) you will lose severance. After your end date if you sign your agreement it then takes several 2-3 pay periods (or 4-6 weeks) to get payment.
If you were to accept an offer back with the company BEFORE severance has been paid the will reinstate you-meaning the company will not pay the severance PTO and seniority stays as if this a just department transfer
If you received severance payment then accept offer back with company you be a rehire. Have be onboarded again.
