You are right, Jane is yet another CEO who sits at top and trying random experiments. Fix has to be made in ground or grass root level.

Remember the failure of Citi is built over time. Fixing and rebuilding also takes time. This requires more stringent practices and strong leadership. She has to oust several middle and top management layers sitting there without skills or contributions.
