People are starting to avoid us, which is creating problems. We have had several open positions for a while which we desperately need filled but our manager keeps telling us that he is yet to find a qualified candidate for any of them. He is either lying to us (and I don't see why he would do that) or we are really only getting applications from the bottom of the barrel candidates. And I don't think I have to explain why that's not good.

As for cheap resources, you might need to go elsewhere.. maybe Africa ? Ukraine ? Haiti ?
