That’s because they refused their offer and were in a country that allowed to choose severance on offer refusal. Not just randomly choosing to want to leave and expect a severance payment.

Next question from you is likely if you can collect unemployment because you quit Broadcom but continue having 3 other consulting gigs in the side.

Severance packages do not apply to single employee terminations.
Not coming to office equals not deserving severance.
Finally, employment at will means no severance begging.

You can’t just randomly choose to leave and expect severance. Severance is only available during the particular layoff cycle, not for anyone that wants to leave within 12 months.
If you resign you do not get any severance. If the company lets you go via involuntary termination and not for cause then you would get the VMWare severance package. Note that the VMWare ERISA package expires November 22nd 2024 after which the Broadcom package would kick in.
There was supposed to be a one-year agreement to VMware severance policies. Good luck getting full confirmation.
