Layoffs in Switzerland & Europe

I have been talking with a manager in the US about transferring to his team.
He said that all future positions he opens up in 2024 will be to accommodate laid off EU folks.

Is there any general guidance that people to be laid off have a priority to be interviewed?

Say to his manager he also is at risk of being laid off. Remember, google laid off people in vulnerable positions, including 6 months pregnant women with L visas forcing them to come back to India. Yes, it was a couple and friends.

Nobody is risk-free, and in Jan 2023, the majority of the managers were not aware their employees would be impacted, except the useless and high political directors and VPs.

That what happened with Jan 2023 cohort. The problem: you can't use that priority before you're officially told you're at risk. Another problem: you're black marked to be get rid of. You'll hit an invisible wall. Nobody pm will take you
