Should I be worried?

@xlz+1rxUEcmP LMAO. Oh my gosh! So true. I hardly ever even get a meeting. When I do get a meeting they are always 5-10 min late or want to cut out early for a "conflict" or "other priorities". Their conflict is probably a coffee break, Skyrim, Red Dead Redemption, golf or a Marvel movie. Lol. They want to be a manager to make the money$$$ and somehow get by without having real contact with their employees.

I still honestly have NO earthly idea what exactly my manager does (besides delegate and ask for last minute miracles). Maybe they should be worried as someone else probably knows they do nothing too.

The answer is: don't worry about. My understanding is that managers won't know who's been cut or when it will happen more than 24 hours ahead of time. This is from talking to people who have been through this in the past, as well as my manager.

your manager shows up to your 1 on 1s?

Sometimes meetings need to be rescheduled for various reasons.

I've become accustomed to my manager rarely showing up for 1-1s, or turning up 25 minutes late to a 30 minute slot.
Yet he always expects the hours of prep to be done for it - like slide decks updated, stats pulled together etc.

Don’t rely on anyone for employment except yourself. If your current partner (Citi) isn’t reliable and makes you feel like this then sell your skills and experience to someone else. Many, MANY, will buy them. Don’t let them push you into a corner nor make feel stress.

I would be more concerned if it were canceled, instead.

Depends, most managers I’ve had moved, rescheduled, canceled 1x1s all the time. They can also just schedule another meeting if they want to let you go, so the 1x1 isn’t all that relevant.
