In 2023 layoffs didn't work like that ("managers given a number") in the areas I'm familiar with. Rather, a list of names was generated by HR that considered things like employee proximity to an SAP office. The 2023 layoffs were a clusterf* because managers were not more involved in the decision of who was let go.

Also, I think that other response is telling you to Google it.

I was part of the selected 2023 layoff group; of course it was a major set back, my weeks and months became a cluttered puzzle, suddenly your professional life had landed on a new exploration phase with no clear explanation, pattern or reason. No one will tell you why: age? T level? Productivity? Team? The formula is never exposed. Your manager will get a number they need to meet and your experience is not in the formula. After much analysis I reached to the following "personal" conclusion: If you are excited on doing what you are doing, you have "real" goals and you and your manager feel that your work is making a great contribution then you should not be on the list because your work and your talent is required. But if you are not meeting one if those three parameters then think to yourself: "your manager is not a good people manager providing you with what you need to be rewarded for what you are worth", unfortunately in your managers view, you should be considered to be on the list. Regarles of the outcome, you will later realize that you will be able to capitalize on what you had done and had learned and might catapult you to great things. At the end of the day I think all teams were presented with a number. I wish you all good luck.
