Most countries have mass bunkers for every regular citizen to be safe in trying times but take a guess which country only has them for the elites?
Elites need the bigger payout. Have you priced the cost of digging bunkers for a possible coming war? It has got to be big enough to hold all their gold coins and long term dried food.
