Face it. It’s just a burecratic move to satisfy OSHA. Check da box.
Honestly, how many times are we going to pose this question and expect the answer to be different?
No, they’re not doing anything of value.
Yes, the leadership is the root cause of most of the issues in that group.
The leaders will either be replaced (unlikely) or the group will be dismantled altogether. Hate it because there’s a ton of good people there that want to produce valuable work.
Their top leadership is doing a whole lot: a whole lot of messing up.
