More Boeing smoke and mirrors for PR spin, FAA appeasement and ultimately to save stock price...which is truly the only safety issue Boeing leadership cares about.
And while one can quantify safety by counting smoking holes, one can't quantify quality in any non-subjective way. Quality takes people who are passionate about what they do. That isn't the Boeing workforce of today and one can't expect Boeing to attract the people it needs to accomplish this given how poorly they treated their best people in the past.
