Do managers know ahead of time who is getting laid off?

I'm sure at the highest, EMT- level, people know way in advance, but I'm talking about direct managers or maybe even their managers. Would they know like a week or two in advance or is something they find out at the last minute? Kind of curious to see if managers know some stuff ahead of time and try to secretly train someone else on the team to do the person's role who is about to be laid off. you could over analyze all the possible signs, like, "my manager didn't respond to my email - I'm on the chopping block!" or it could just be they are busy and/or didnt have any idea you were getting let go anyway. Can any directors or group managers opine?

The manager who chose "YOU" to go in front of the bus is naturally going to pretend they had no say in the matter.
It's not as if we have a culture of honesty in Citi...

They do but they are probably not allowed to tell. My manager said that the org chart for lower levels are not finalized yet but for those levels already finalized, they already know.

I believe some do. Maybe not all scenarios, but I do believe some know and may even select the ones to keep or go.

Multiple levels of management are having no say in who is being let go or having their job role changed. It’s an absolute farce. In 20 years at Citi I’ve never known anything like what is happening right now. Frankly, I hope I’m in scope to be getting severance.

I was only informed the night before one of my staff was let go as a meeting was being scheduled in their calendar by my own manager and HR - had no say in who was selected or why

It varies depending on the scenario, but managers usually get a say in who gets picked. They may be quizzed for reasons for choosing person A over person B, for example.

Citi workplace is toxic. No trust. No transparency. Some bosses are abusive with workers because they need to justify their jobs. Once the job market improves many people will be leaving on their own.

I don't think they know too much in advance advance. BCG makes the list and checks it twice, probably the manager gets notified and has a few days to make the case for a "special" case before BCG/HR.
