Is it true that you don’t pay cobra premiums until you need it ?

You will still have insurance during the 60 - 90 day non-working period. After that you have the option to take COBRA however it’s extremely expensive. After being laid off I went on https://www.healthcare.gov/ and got insurance on there. Its much more affordable and better than COBRA. Also don’t forget to collect unemployment day 61 or day 91 and also if you are eligible for severance, make sure you get that too right after your non-working period ends.
