This was said before but I'll say it again. If Citi asked for volunteers, there are plenty of us who would be happy to take the company up on that. That would make this whole process much less painful for everybody involved. Why we haven't had a voluntary round so far is beyond me.

There's another thread on this Site about asking for volunteers. As others have posted, the volunteers are the ones with a job offer(s) already in hand or know they can get job offers sooner rather than later. They have the in-demand skills, knowledge and work experience Employers want. These are the employees who will be amongst the first to volunteer and Citi probably does Not want this to happen.
I heard they may offer early retirement, but I have never known them to offer volunteers for layoffs.

Because they are eliminating specific roles. Random people volunteering for a layoff doesn’t make sense for a restructuring. They have to layoff folks in the roles /teans that are being eliminated /consolidated, not just some random that wants severence and a new job.
