Anyone know what are the chances of actually getting another role internally through the consultation process? Doesn’t look like there are many jobs going around on the internal job board…

It will depends on who you know. Don’t expect a fairness. Also (and I have seen it already) positions are not published, someone without a box just moves into it.
It's a roll the dice chance. No guarantee. I was laid off from another institution and was told that I could reapply internally. They treat you like any other applicant. Even had an interview with my former manager. She treated me like she didn't know me and we had a great working relationship. Very textbook table. Needless to say, I didn't get the job and that's how I ended up here. Sometimes it's just best to go forward and move on.
