It’s just IT trying to look busy so they don’t get laid off with everybody else. No worries.

Another colleague received that email a few weeks ago I got it today with a different date range so maybe it’s being rolled out slowly to different people

They are just forcing this now
This is a not related to layoffs . They’re just migrating people away from shared drives to OneDrrive.
