Sales incentive plan stipulates that if you leave before year end, you must pay back ALL your comission earnings in that year.
Seriously? Get me the f*ck outta here!

If true, just don't make any sales until you are fired.
The results will be the same for your bank account.

AVGO is focused on its shareholder benefits, not employees. Nothing about their employee policies is surprising anymore. Truly, I now have low expectations, until I leave.
It's not standard stuff. Pretty much every software company with a sales plan will pay commission on what you sell, often in arrears but once you've earned it you've earned it. Often if you leave mid plan they will pro-rata your quota or worst case pay you on what you've earned.
The Broadcom Sales Incentive Plan (it's not a commission plan) does seem pretty unique in the industry. You can have a cracking year, close a load of business and bring home the Bacon for Broadcom but if you leave before the pay check after the end of the year then they'll take everything back off you. This is a massive red flag for any sales professional looking to join Broadcom.
Standard stuff - grow up
