What’s the speculation on giving a months notice? Are they hoping some that are on the edge make the jump? Why would that person wait to see if they get severance first?

They had to communicate it in advance because of talks that had to happen with labour unions and the news would get out. There are also laws that require employers to announce mass layoffs.
Somebody down below said it pretty well, but it's buried. The announcement was about optics in the markets. By announcing it in advance and explaining it, you are less likely to see the stock price and volume impacted. Suddenly dumping positions might be seen as a panic move otherwise.
They aren't banking on people exiting early when the window is only a month. Everybody will be waiting - rightly - for a package.
