My job is repetitive and monotonous. Most of the time, I'm bored out of my skull. It wasn't always like this, but all the changes, micromanaging, and the refusal to take any ideas into consideration that don't come from those at the top have made it so. I honestly think I'd be happier just getting severance and leaving.

I would disagree with the above that finding a job unemployed is difficult. Companies want to fill roles quickly with less negotiation. If you seem like a good candidate and are unemployed, they will sn---h you up quick because they know they can. Companies know now good people are getting let go, so if you have a history of loyalty then it will help. Unemployed job hoppers can have trouble for sure.
The job market, despite near ATH stock's, is absolute cr-p right now. Layoffs are not a good thing. Hiring managers are looking for the very best candidate and there are thousands of people looking for a job, who in a normal market, would be employed within 1-2 months of layoff. Always be looking for the next opportunity.
Chiming in on the others, do yourself a favor and look for something else. Life is short, don’t spend it in suffering.
It's usually easier to find a job if you already have a job. If you are unhappy or expect you might get laid off, you should probably be looking now. According to a Forbes article, "research shows that employers discriminate against jobless candidates and tend to rate employed applicants higher on hireability."
Seriously, if your job is as bad as you describe, why are you still here? Even without severance, try to find a new job. Life is too short to spend it bored and unchallenged…
Send an email to let leadership know, but do expect a delay until they are back and recovered from Winner's Circle.
