Cardiff/Carlsbad was confirmed via official email on 3/21, saying that they are evaluating alternate locations to satisfy the RTO mandate.

Did you just look at the list of offices and make a guess? There is a large number of SAP employees in Tempe to justify an office. Hoover and LaCrosse are pretty low cost locations.
