Is this offer a mutually beneficial strategy aimed at reducing costs by phasing out higher-paid retirement-age staff, or is it merely a precursor to another wave of layoffs?

You nailed it - Q1 hiring Freeze, Q2 early retirement, and then a week into Q3 - mass layoffs. Q4 will probably see another wave.

Is this just isolated to Canon USA or does it also impact Canon Virginia (CVI)?
it's true. I accepted the program. cusa and csa programs slightly different.
It's true, but for only 1 and 1/2 weeks.
Just heard on the corporate Canon USA grapevine....2 weeks for every year of service up to 40 weeks, for employees over 60. Must decide by April 30, Last day of work 5/31/24.
