Development plan - can it be a trap?

It is rather sad to even write this as it shows how little trust there is between my line manager and I.
My manager wants to do a development plan and "help me to succeed" - it was one of the tasks in workday. Is it a trap? What shall I look out for? Or I am being paranoid?

Of course it can be a trap. Citi wants to box you into or pigeon hole you into only a few scenarios.

I thought everyone had to do this. It's just an extra task you have to complete to fit into the corporate family and make everyone look more involved and happy.

I got this and the your desired career progression and roles and departments you would be open to, which even though it may be good intended I really feel it is ill timed given all that is happening or at least they should do a better job at communicating this without making employees feel suspicious.
