I have not had a single 1:1 since I joined few months ago. The manager keeps canceling them, no reschedule.
Wondering if I should pack my stuff and update the resume.

You should change jobs. That happened to me. I only had a few over a year. He didn't even come to work (this is before pandemic). He then PIPd me. All this time my skip manager knew about this.
If your manager is anything like some of the managers on the DB GTM team it could be nothing and they could be simply working on their real estate projects :)
What org and what level are you? How busy is your manager and how often have you setup the 1:1 with them?
