To activate the desktop version of TurboTax 2023 on your computer, you’ll be prompted to sign in to your existing Intuit Account (or create an account if you don’t already have one) before entering your license code. The software won't be useful unless you sign in to your Intuit Account online. Importantly, you may not be able to return the useless software if you discover this limitation after opening the package.

Start with the Better Business Bureau then notify your county bureau of consumer affairs.
Your state governor office also handles consumer complaints via the attorney general office.

If what’s written above is correct, then it means consumers bought something they can’t use and can’t return.
