Jack Welch was the devil on earth. A mental case that should have never walked this earth. Teaching other minions to do his dirty work. The corporate world will be sorry for drinking his Kool-aid.
For those of you who don't have the misfortune of having to deal with bosses who manage their workforce with the iron fist of the bootlicker's code of a--holery, it was originally conceived as an efficient and systematic way of removing material waste. I'll leave the boring historical details to Wikipedia, but Jack Welch (aka former CEO of General Electric in the 1980s and a colossal a--hat) took this concept and applied it to systematically removing the "waste" from manufacturing employees by making it mandatory that the bottom performing 10% of performing employees were to be cycled out and replaced annually (regardless of whether you were meeting goals and deadlines). The methodology proved to be extremely successful in making the company very profitable, at the expense of turning the workplace into the fu--ing Hunger Games. Now employees couldn't rely on reasonable productivity goals and managers had more tools at their expense to cycle out "underperforming" employees. Not to mention all the bootlickers who were born of this, including all the green belt and black belt holders in professional bootlicker-ism. Eventually, this crept into other parts of the business and likely is implemented in some form across most of the corporate world. Not to mention all the "consultants" who are glad to come into your workplace and reaffirm to our boss that you are not working hard enough.

They should recruit experienced engineering managers who left Boeing after telling the executive suite to go sc--w themselves because it was apparent they were solely greed motivated and cared little about destroying the company. But that can't happen because these miscreants control corporate America. So what you see is what you will get until the money runs out and there's nothing left but a smoking hole.
Fully expect another Jack Welsh follower will be the next Boeing CEO. And likely an outsider from GE, etc. Still too much money in the company for more severance packages for the chosen 1%.
