I know some of the folks who are still at VMware (Broadcom, to be more precise) who were useless before and who are useless now. How are they still there?

No worries, this is old takeover stuff that’s been going on in the tech industry for decades and there is a process in place to learn more about the environment and then cut as many heads, overhead etc. as possible where the buddy network will not prevail. Patience
During my first week, one of my EUC team joked "Welcome to our mediocrity"
In hindsight, the joke is more relevant now that KKR bought this SaaS train wreck.
First line managers may not have known explicitly, but their directors certainly did and will have been working on this for at least 12 months with input from the managers. It’s just easier to say ‘wasn’t me’ than admit they were part of the decisions
My management also said they had no input. I'd wager round 1 was something akin to throwing darts at a board with peoples names. The results from my section seem to be consistent with this.
Just wait until day 2.
If you think of being "consulted" as being directly asked who should/should not be kept then, management may not have been consulted in that way. But, be clear about how management played the game of boosting up the people they like during their pre-deal-close planning sessions (example - Ken has great records on that matter; he worked really hard on that) to position their buddies to be offered roles, while saying absolutely nothing about those they didn't like or didn't care about (example - handing over information on something significant that Susan worked on but never mentioning her name or her involvement).
You survived, too. That's how they remain there.
There are just soooooo many names I could put on the U List. If life at BC is the miserable sweat shop I've heard it is, they won't be able to fly under the radar for long.
It’s still a mystery to me who decided would get offered jobs at Broadcom and the criteria used. According to my management they were not consulted.
