Just met with one of their associate Directors and it seems that they will be doing some major restructuring in the Claims and Rx departments. They’re looking to downsize or close up departments, move employees around, and move those positions to Colombia.

That's really odd for claims, considering they're hiring for mangers over there now. If what OP states is true, they'll likely hire onshore management and off shore staff.
Damn, they really got the short end of the stick. I read on Twitter that their Governor was in tight with local Optum leadership.
Columbia... No no no they eventually will land on contractors in the Philippines. Those are the cheapest workers you can find. Look at your help desk that is where most of your IT help desk is right now. Some in Mexico.. literally zero in the USA. This company wants dirt cheap employees that barely know anything except how to answer prompts on a screen.
