I heard a rumor that technical managers are being given an ultimatum: package or demotion. Makes sense because it’s an odd position to be paid so much but not have any reports to deal with.

If you consider work managing people and not a department maybe you have no idea...
Managers and leaders are 2 very different things
If you don't think managing people is work, you've clearly never managed people.
Rest of this place is people complaining about managers who don't do anything but "manage" people and don't do any work.
Now you want to layoff the mgrs who actually do work and are commensurately people because they don't manage ppl?
I really doubt that applies to “all” Technical Managers.
This did happen during the Great Flattening of 2017 or thereabouts. When they eliminated the senior roles, some were offered packages or demotions. The demotions didn't change base wages, but it did freeze them, and the STIP targets fell, and if they dropped below manager they lost automatic RSUs. So it wouldn't be unprecedented.
I noticed the E500/E510 bands increased a fair amount this year.. another data point to offer to the rumour gods.
