I got a call from a recruiter last week saying there is a opening in "XYZ" bank. The recruiter asked me if I am searching for Job actively. I said Yes.
Next week my manager said to me he spied on me with some recruiter and I said Yes.
What can I do to this manager ?

Would a manager hire a recruiter to do such a call, I doubt it.
Would a manager get someone they know to do such a call, yes, I believe they would.
I say that as I know 2 managers who are very petty. While they were not my manager, I have seen them do similar type stuff to discourage people from seeking to leave under heel of their boot. Basically instilling the fear of “if you are looking to leave, I’ll help you out and make it sooner rather than later.” Then go on and on about how they know everyone in HR and get an automatic alert every time someone uses the internal job site etc… While all lies, it did intimidate quite a few.
So, would a manager be that small enough of a person to do that, yes, yes they would be.
I doubt this is true.

I would document what happened and immediately open an investigation with ethics. I know this is not ideal but they will use all avenues to fire you or write you up if you ever do something they don’t like so to protect yourself I would make sure that what has occurred is documented.
Well, your Manager can’t do this and you can escalate this to your skip level manager
