Clearly explains delay in layoff. Citi has no money for severance pay. They want people to go themselves with lowering rating for all and cutting down bonuses.
It takes minimum 5 years to build new Citi. Not sure who's going to stay. Employees are already lamenting on the indecisive and chaos caused by top management.
