Your direct manager listed in the corporate directory is the person who performs your year-end review. If that is the manager who informed you that "d he didn't even seem to know what the score does", then he is probably not being truthful........... All managers are required by HR to take a number of training classes, of which year end reviews and the rating system is discussed at length.
A complaint to HR goes into file 13, the trash. HR is useless and needs to be dismantled and replaced with people that know what they are doing

And I find it hard to believe that a manager doesn't know what all 4's mean. We have to do training on it as managers. Sounds like they're either anti-confrontational and can't handle delivering bad news, or stupid. Neither of which should be in line-management in the first place.
Some companies, when they do background check, it asks why did you leave company abc.
4-Rating in at least 3 Categories means PIP. The rate of PIP failure is 90% which means 90% of those placed on a PIP eventually get fired because of the PIP. Your only option now is to search for a new job outside of Citi because once you're on a PIP, you're excluded from eligibility for applying for internal jobs. Viewed another way, you only have a 10% chance of successfully beating the PIP. This is NOT worth the time, effort, stress, mental, emotional and physical anguish to stay in a job or company that does NOT want you.

It means you didn’t do your job properly on every aspect. You will be on PiP and you potentionally will be fired.
Can you transfer out with 4?
It's not good. Your manager should know that.
I was put on a PIP at another firm. Not even worth the hassle.
4 is bad. You might be on the chopping block or def on improvement plan.
You will be put on an improvement plan. No bonus and merit increase. Better start looking for a new role/company. Good luck!
