I've heard there were some layoffs outside of the US today, is this true? Does anybody know what was hit? Does this mean layoffs are continuing and we might be next?

EMEA is already in the consultation process, layoffs will happen between the end of this month and September depending on country employment laws (for those of you in the US Europe isn't a country).
