I've been seeing in this page that bonus doesn't guarantee since terminated employees will get bonus, but what about if they tell you your raise is this ____. Are you still not safe in the short term?

Exactly. It does Not mean anything. Companies still need to go through the motions of doing performance reviews, giving out bonuses if any bonuses at all, etc.. They can still lay you off months later.
Few years ago I got bonus and raise in January and laid off in March due to internal reorg. Took my severance and went back few months later with better salary and higher position xD
