Is it still the policy that stores with annual gross under $10M don't have a store manager, but are overseen by the nearest main store manager?

Yes. Furniture galleries. Big ticket has dropped like rock. They took our advertising budget for toys and loaded us up with merchandise that we can't deliver into the year. No visual support. Macy's differentiated itself from other dept stores by being a visual company. That clearly is no longer the case. Online sales, etc
