RTO/stealth layoffs is a very effective way to dispose of employees (more importantly it increases free cash flow to wow investors). There is no severance to pay, and there are much more attractive WFH employment options for those employees - win-win. Backfill is available for unregretted attrition (URA) - maybe there is a lot of that in your org, but other orgs (i.e. Alexa, Ads) don't necessarily need backfill after they do stealthy RTO-based layoffs. In some cases, RTO will produce more departures than desired, which may also be the case for your org.
I do not believe that RTO is a way of getting rid of employees. We are spending a lot to backfill for people that are leaving due to RTO in our org (ec2). So, if it was to get rid of people we wont be spending time to backfill them.
Predict? Layoffs are already happening - usual suspects.. Stealth layoffs (RTO), Ads, Alexa, Stores, AWS, PXT.
