Can Citi do anything to you if you accept a new job while on garden leave? I cannot understand how this is not anti-competitive.

Anyone departing Citi is subject to garden leave based on their pay band, voluntary or involuntary. You are frozen from starting until your assigned period has passed.
Garden leave is granted when you announce you’re departure are going to a competitor or it is assumed you are going to a competitor doing similar work. (Most people are vague so they can secure garden leave pay). With that said- your inquiry doesn’t make much sense. You’re not suppose to start work until garden leave is over.
