It is not illegal to have a program to hire those who experience the most discrimination. White people often promote the concept "hire the most qualified" which they know favours them by design. They get to go to the best schools and that leads them to the best jobs. Employers need to take a chance on hiring minorities that have potential to do well.

What, exactly, is offensive about the information? There's nothing wrong with any of it. One might have difficulty with the idea that black people cannot be racist. However, that's an issue of definition and the authors are correct in their use of the term. A black person may be hostile or bigoted, but racist in their materials is reserved for systemic racism.
