Replying to comment below: The average % of salary definitely depends on grade. For grade 10-11 the last few years I'd say it's averaged about 20%.

140s if lucky. Not a bang up year due to PSE and Env metrics missing. That’s 40% out of the 200% right there.

130% best. Bottom tier relative to Valero and P66, who were respectively 200% and 166% last year, and their target is an actual target for valued citizens, not an average in which middle box employees get less than target. So much for winning the superbowl 2 years in a row.
