Can we express our interest to HR to include me in layoff list(if company willing to compensate severance) instead of direct manager?

I haven't heard of any volunteer layoff plans, but I have heard that Citi is planning a volunteer retirement program by the end of the year.
I'll give the same answer. Not gonna happen. The dust wouldn't clear for days!
You do realize HR has no say in who stays and who goes. HR just handles the paperwork/compensation for severance. If you're willing to volunteer yourself you need to reach out to your director or managing director and let them know.
