I'm done with this place it's just too draining thinking I'm going to lose my job and I come and house every day. In the final stages of the interview with a competitor but wanted to understand if I could offer myself up if I would still receive severance? And hopefully save someone else's role, I'm in a department very likely they will outsource to Mexico

Without giving too much away, what segment are you in?
Also, as for any competitor seeing severance as a ‘red flag’: Competitors are very aware of Nielsen lay-offs, so that if you have made it to the point of their desire to hire you, having been laid off and qualifying for severance shouldn’t count against you!
IMO, if security is your aim, if you get an offer now, then run with it. If you have some time to play Russian (literally, considering out-sourcing) Roulette, and you’re a truly desirable addition, tell ‘em you can start in a month/ 1.5 months— whatever time frame you think will be feasible— hope for lay-off and severance in that interim— then start with competitor. My guess is that any Nielsen competitor will revel in Nielsen getting sc--wed as much as we will🤣
If you leave before you're given severance you likely will not get any - that's what they want you to do. I'd wait until you secure your severance and then get a new job.

try to double dip on the down low.
It’s better if you take your new role now so they can verify employment now. You don’t want them to call and verify employment while you’re getting severance checks, that may raise some red flags and they will cut you off. More people than you know are working two remote jobs at once. Might as well take advantage of it and pay off debt or save some money for a rainy day or whatever you need.
Hold on to both as long as you can.
