Can somebody please explain to me why there is such sparse communication from those in charge? Why are we being kept in the dark about things until the last possible moment? Who does that benefit? It certainly doesn't benefit us, because it ruins morale, and it doesn't benefit the company, since we all know that bad morale leads to low productivity. So what's the reason?

This layoff is the worst kept secret in the company. Employees love finding these things out from people who aren’t their leaders…

Yes to both.
In cyber, our management told us 3 years ago they weren’t worried about Therace. We were under a different BU and we were exactly where we needed to be. Then we were moved. They said not to worry. Steve was voted by the board so Therace can’t touch cyber. Steve was fired. Cyber management said don’t worry about layoffs, they submitted a reorg proposal to therace to get ahead of it. We were going to add seats! We spent money because it all just bubbled up under therace.
