Staff 2 and above.
Staff 1 and below.
The only difference between them are RSU.

I’m a P5 and I saw a big difference between P5s too. So I’m considering my self as part of the other groups

going to get a promotion.

Churn looks like innovation to management that doesn't know anything about software, the product, or the company history.
When no foundation exists for them to evaluate, they can only compare it to what others have done -- like say, switching all internal infrastructure to what Google (a company with different problems to solve) is doing.

And so, their interpretation of who innovative people were got rewarded with promotions.

Talk of how broken things were, or how things needed to be fixed, or truly innovative ideas that were new to the planet Earth were downplayed because they couldn't manage up to their (probably incompetent, too) manager any meaningful information without referring to common ground like "Google".

How is it that so many people got to P5 and P6? Just by resting and vesting
so many years on the job?

Have you not heard of the toxicity of the environment? It's a club.
If you didn't buy into the "We must redevelop everything to use the newest Google tools, the newest of languages, work on something until it's an unmitigated disaster and then do something completely different, never fix / always write new", then you weren't going to get a promotion.

The concentration at the top has become, over the years, the most useless set of people who manage up, rather than doing good things.

How the he-l did VMware have so many Staff 1 and above? (P5+)

It was pulling teeth to get anyone promoted to a P4. It took two years to get one person promoted to a P5, even after he had been on the job for six years, created brand new tech that went straight into the product, and owned and ran the infrastructure for that tech. Even then it was near impossible. A whole line of others who have been on the job for over 5 years still took too much effort to get to P4s.

How is it that so many people got to P5 and P6? Just by resting and vesting so many years on the job?
