It depends what level you are at, but let’s be honest: there are very, very few jobs available internally
And nearly all of those already are earmarked for someone else

Huh? A 3 rating is good. Why would you question that?
Anyone can look for opportunities regardless of ratings. 4/4 can as of last year.
Hiring Managers don't know ratings unless 4. If they ask you in interview, they shouldn't be.
I hear there is a career website, but it's only available to those above 3s...
