performance is not the only factor for determining who gets laid off. sometimes you're just really redundant or you're in the wrong place

3/3 is a valued contributor. Meets and sometimes exceeds expectations. So that rating is not a poor performance indicator. It's where about 70% of employees land. You won't get fired or put on a PIP at this rating, but it is not an indication of being safe from a layoff. Would they lay off 4's first? Maybe. But layoffs are due to budget and less about performance.
