Becomes really obvious in times like these. People with long tenure at Citi are kept (because tenure and severance at Citi are really important), which results in keeping the old inefficient people and getting rid of the newly hired, which were hired recently exactly because they might come from better institutions and improve Citi.

The new joiners are always targeted for bonus, salary and politics.
I said the same thing on another post and the angry old timers crucified me lol. You are 100% correct though and this is why the problems at Citi will never end. Citi has again invested in the same old tired people and processes in the name of saving on severance. It’s the never ending loop of not fixing the problem.
I know a manager with 20+ years who was canned. It's all relative.
